BOSTON — Brazil’s Social Insurance Agency is facing new scrutiny for allegedly falsifying records to avoid reporting fraudulent claims, the head of its watchdog said in a report released on Wednesday.

The agency, known as the Social Insurance Institute, has faced criticism in recent years for failing to report fraud that was reported by companies, as well as fraud related to the social security system, including fraudulent claims for pensions and health insurance.

Social Insurance Institute Director Luis Fernando de Jesus, who was appointed by the President Dilma Rousseff, said in the report that the agency should investigate whether it falsified records related to fraudulent claims made in the social insurance system.

In its report, the Social Security Authority, the government body that oversees social insurance payments, found that the Social Workers’ Pension System of Brazil was responsible for 9,093 fraudulent claims in fiscal year 2015, up from 7,842 in fiscal years 2010 and 2010.

De Jesus also said the Social Welfare Institute has failed to provide evidence to support its claim that fraudulent claims were reported in the insurance system for years prior to the fraud investigation, saying it has not substantiated its claim.

Social Workers’ Union president Marlene M. de Souza said the agency needs to change its procedures to stop fraudulent claims from being reported.

De Souza also said it is critical that the social worker’s union and other unions hold companies accountable for falsifying their records to protect the reputation of social security programs.

Last year, social security payments fell to an average of $16.43 per month, a drop of 6.2 percent from the year before, according to data from the Social and Labor Services.
